30. Reference Argentine proposal regarding contraband and free shipment of foodstuffs in my 29, February 16, 10 p.m. [midnight?].
I invite attention to the similarity between this proposal and the idea in the President’s speech regarding “food ships”42 and request guidance as to the delegation’s attitude in this connection.
