We have made it extremely clear to the British that we cannot accept their proposals and believe they are under no illusions. So far as we can foresee the question will not be allowed to come into public debate during this session as the naval clauses of the projected resolution, which have already been cabled you, were drafted in full agreement with the British and have met with no opposition elsewhere.
