The Ambassador in Chile (Culbertson) to the Acting Secretary of State

113. I conveyed personally this morning to the Minister for Foreign Affairs and Minister of War the contents of your telegram No. 42, September 6, 10 p.m. They expressed the profound gratitude of their government for your prompt and sympathetic action. In reply to the last paragraph they stated that during the last 24 hours the situation has changed fundamentally in favor of the Government, that all but three units of the Navy are now in their hands, and that, although the large battleship is one of these units and is now moving south, they are confident that the Government will be able to dominate soon the situation with the means that it has at hand. Hence they believe it unnecessary at this time to continue further with the request for war materials but will do so if occasion arises.
