The Ambassador in Chile (Culbertson) to the Acting Secretary of State

112. General Vergara informed me personally at midnight that the aerial bombardment this afternoon completely demoralized the crews, who released their officers, who thereupon attempted intercession for the men. The Government replied that it would accept only an unconditional surrender and in case of further resistance it would proceed even more drastically. The General added significantly that he would not treat with any of the officers on board. He asserted with confidence that he believes that the resistance of the insurgent crews is almost at an end.
