40. Mr. Gordon Rentschler of the National City Bank of New York telephoned me today. He said that all was quiet for the time being in Chile because the Government had given up on every point, that the Navy had been turned over to the petty officers and crews, and that the savings bank had been taken over by the clerks and the officers dismissed. If this is true, the situation, in my opinion, would seem to be potentially of the utmost seriousness. The Chilean upper classes are earnest and intelligent, but unless they take hold promptly, it would seem that real disaster might follow.
