25. Reference your No. 38 of May 14, noon. The Austrian Foreign Office may be informed that you are prepared to proceed with the exchange of ratifications. The question of leaving a note with the Foreign Office at the same time, in accordance with instruction No. 72 of April 30, has been reconsidered by the Department. You are authorized to exchange ratifications without presenting any note at all, and therefore to cancel the note contained in instruction No. 72.
Department desires to know when exchange of ratifications will take place.
