38. Received Department’s instruction No. 72 of April 30 with enclosures.
I fear that exchange of ratifications might be jeopardized by note that I am instructed to leave with Foreign Minister. Austrian Government is not anxious to perfect this treaty. Because of the customs union which is projected between Austria and Germany, the Austrian Government might welcome an opportunity to escape with honor another treaty containing a most-favored-nation clause. Schober stated in a speech last week that the most serious obstacle to the reconstruction and restoration of Europe had been the most-favored-nation clause.
