Memorandum by the Assistant Secretary of State (White)

Mr. Abelli, the Minister of Bolivia, called and I told him I had received his telegram asking us to hold up the cables to Bolivia and Paraguay signed by all the countries of America, but that it had come on Monday morning when everybody was in agreement, and it was too late to call it off, even had we considered it desirable to do so. I told him that on the contrary, I thought that it was a good thing and then read him the first paragraph of Mr. Feely’s telegram No. 126 of October 15, 10 a.m., showing that the Chief of the General Staff of the Bolivian army had made suggestions along these same lines to Mr. Feely on the night of October 14. The Minister was much impressed by this and asked me to send him a memorandum regarding it. I told him I would do it.
