Replying to the invitation of representatives of American republics to enter into a pact of nonaggression with Paraguay with the urgency the case requires, my Government, appreciating the invitation of the American governments, states that sometime since it suggested to the neutrals the discussion of the said pact, having accepted for the first meeting of the Bolivian-Paraguayan Conference your capital, on November 11. My sincere respects to Your Excellency.
