The Chargé in Paraguay (Horn) to the Acting Secretary of State

87. My 84, August 6, 2 p.m.82 Paraguay’s reply dated August 21 says that it is disposed to study the pact suggested. Minister for [Page 755] Foreign Affairs has no objection to text of his reply being sent by open cable. Therefore its four final and essential paragraphs are quoted. The three opening paragraphs consist merely of a restatement of the neutrals’ proposal.83

“It is well, Mr. Chargé d’Affaires, to make clear that the very delicate situation existing in the Chaco, is due to the illegal advances realized by Bolivia through the establishment of military posts, disturbing the sovereignty and the possession of my country as concerns this territory.

Paraguay has always remained within the bounds of serenity and prudence, suggesting, although unfortunately in vain, upon various occasions, judicial arbitrations destined to remedy the said situation.

Consequently, my Government, in this same spirit, declares itself as being disposed to study the pact referred to and its accompaniments.

For this purpose it will instruct its diplomatic representative in Washington, or send another duly authorized, and in the corresponding negotiations my Government will study the concrete proposals which will be formulated, and will make known its own proposals concerning the bases and conditions of the pact.”
