Memorandum by the Chief of the Division of Latin American Affairs (Thurston)

The Argentine Ambassador, Señor Felipe Espil, called to comply with instructions received from the Foreign Office at Buenos Aires to inform the Department (as well as the representatives of the other neutral states) that Argentina has abandoned its representations to the Bolivian and Paraguayan Governments with respect to an international police service, in view of the possible conflict of those representations with the representations of the neutral governments. Argentina is, however, continuing its efforts in behalf of the renewal of diplomatic relations between Bolivia and Paraguay, although these efforts are temporarily suspended pending the arrival at Buenos Aires of Señor Sanchez Bustamante from La Paz.
