85. My 69, July 3, 1 p.m., reporting Argentina’s suggestion concerning policing of Chaco. I have just learned that about 2 weeks ago this suggestion was turned down by the Paraguayan Government. It maintained Bolivian troops are now in actual possession of Paraguayan territory. It was intimated that if the troops withdrew to less advanced positions that perhaps more favorable consideration could later on be given the suggestion.
