41. Department’s telegram No. 40 dated July 30. Neutral governments have approved text of note to Bolivian Government. You will therefore deliver it on behalf of the United States on August 6.
In the event that Colombia and Cuba have no representatives in La Paz you will present the note on behalf of each of these governments. If there are such representatives and they have not received the text of the note you will deliver to them this text, in order that they may present the note in person.
