26. Department’s 23, July 1, noon, instructing you to inquire what are Paraguay’s views regarding a suitable settlement of the incident. Now that Bolivian and Paraguayan Ministers have been withdrawn from Asunción and La Paz, please endeavor discreetly to obtain the views of Paraguayan Government as to how it feels the matter can be straightened out and relations resumed. A similar inquiry is being made at La Paz in order to see if there is anything the neutrals can do to bring about the reestablishment of diplomatic relations.
