72. The departure of the Bolivian Minister at Asuncion for Buenos Aires is scheduled for Sunday since he is unable to make travel connections until then. The Minister for Foreign Affairs stated that his departure is irrevocable. Argentine activity is continuing despite withdrawal of offer announced definitely last night. I am informed regarding the Uruguayan proposal for a military status quo and international policing of the Chaco.
