The Secretary of State to the British Ambassador (Lindsay)

Excellency: In reply to your note No. 323, of August 22, 1930, I have the honor to inform you that it is expected that Mr. John K. Caldwell, a Consul General on duty in the Department of State, will be in Europe about the time that the proposed preliminary conference of the Governments of the countries in which narcotic drugs are manufactured is to occur, and that he will probably be able to be present at the conference.

It would be appreciated if you would be so good as to transmit, at your earliest convenience, the material for the use of the conference referred to in your note under acknowledgement, together with any further information which may be available regarding the nature of the matters to be considered.
