As soon as I returned from Paris I consulted with the Foreign Secretary, Sir John Simon, on the issue referred to in the Department’s 331, November 19, 4 p.m. Sir John assured me that the proposal would be discussed in the Cabinet, and that subsequently I would be informed. In turn, I shall cable the Department.
