331. If participation of the great powers, especially the United States and Great Britain, is assured, Mexico will probably issue a call to an international conference on silver: the place, Mexico City; the time, this winter. This Government distinctly favors the conference idea, and hopes that the British will see fit to accept the invitation. Please sound them out on this matter.
