36. Your 52, November 7, 4 p.m.11 In view of receipt by you of Mr. Venizelos’ letter12 stating that the Greek Government accepts without reservations of any sort the President’s proposal, Mr. Venizelos may now with this Government’s approval inform the International Financial Commission that the Greek payment due November 10 may be held by the Commission pending further instructions upon the understanding that the funds in question are being held by the Commission for the account of this Government pending favorable action by Congress on the President’s proposal which action is expected soon after Congress reconvenes, in December. You may inform the Commission in the same sense.

It is of course understood that immediately following such favorable action by Congress the payment made by Greece on July 1, last, and the funds mentioned above will be returned or released and that Greece will be relieved of other payments due during the debt suspension year.

Please keep Department promptly informed of developments.
