The Secretary of State to the Minister in Greece (Skinner)

35. Reference is made to your telegram No. 50 of November 5, 4 p.m. Inform the Greek Government and the International Finance Commission immediately that the Government of the United States, in the absence of a satisfactory acceptance by Greece of the President’s proposal regarding the suspension of intergovernmental debts, has not authorized and cannot authorize the International Finance Commission to suspend payment.

We have had extensive discussions with the Greek Minister in the matter; he fully understands our position and informs us that he has communicated it to his Government. We have told the Minister that as soon as the President’s proposal is accepted by the Greek Government, we will make every effort to secure at once the consent of the Treasury Department to a suspension of the Greek payments to this Government.
