330. From Livesey. Belgium has annexed its German Mark Agreement to the committee report by the following footnote to paragraph 2:

“The Belgian Government while willingly agreeing to President Hoover’s proposal was obliged to reserve the question of the payments to be made by Germany in fulfillment of the Marks Agreement dated July 13, 1929. An agreement has been arrived at on this point between the two Governments which has been embodied in an exchange of letters herewith annexed.”77
