101. Yesterday afternoon a Council of Ministers was held with the King presiding. The question at issue was the adherence of Belgium [Page 189] to the final protocol drawn up in London by the Committee of Experts.76 The Belgian Foreign Office informs me today in strictest confidence that the outcome of the meeting was completely satisfactory. The Foreign Office wants no publicity on the German attitude at London before the official statement which will be made after the final meeting there. This telegram has been repeated to Livesey.
