Marshal Chang Hsueh-liang at 9:30 this evening ordered withdrawal of all Chinese forces from Manchuria, stating that he was motivated by a desire to deprive Japanese of any excuse for further aggression in North China. Evacuation of Chinchow has begun. This ends Chinese administration in Manchuria.
