Sir: Referring to the Department’s telegram No. 351, of October 15, 6 p.m., concerning the dismissal of Mr. F. W. [W.] Valpy, Engineer-in-Chief of the Hupeh-Hunan Section of the Canton-Hankow Railway, I have the honor to enclose, for the Department’s information, a copy of my note No. 173, of October 21, 1930,70 concerning the matter, as well as a copy, in translation, of a reply from the Ministry of Foreign Affairs dated December 8, 1930,70 quoting the Ministry of Railways to the effect that the dismissal of Mr. Valpy does not contravene the terms of Article XVII of the Hukuang Loan Agreement of May 20, 1911, that the Ministry will employ an appropriate person to succeed Mr. Valpy, and that the former Engineer-in-Chief has been instructed to apply to the Ministry of Finance for the settlement of his claim.
