351. Your 905, October 15, noon. Inasmuch as the appointment of a British engineer-in-chief for the Hupeh-Hunan section of the Canton-Hankow Railway is stipulated in Article 17 of the Hukuang Loan [Page 610] Agreement of May 20, 1911, to which the American group is a party, you are authorized to join with the other interested Legations in making identic or similar representations to the Chinese Government concerning the execution of the provisions of the Loan Agreement with respect to the present incumbent as well as concerning the employment of European and/or American engineers-in-chief during the currency of the loan.
