- Postponement of conference until November 15th was reported to the Department in the Legation’s 875, October 2, 8 p.m.58 Consulates in China were notified by telegram on October 7th and were instructed to inform American creditors in their districts. - Even should the Chinese Government be in a position on November 15th to hold a genuine and comprehensive conference on this subject, I should have little hope of it being possible to achieve any results of value. I cannot, however, assume responsibility of advising against any creditor being represented on that date. I shall myself plan to attend opening of conference receiving any proposals made. My interested colleagues appear to have no definite information regarding conference.
