- The Department has received a letter from the bank in question58 transmitting newspaper report that the Chinese Government has asked foreign ministers to send representatives to Nanking to discuss action in connection with defaulted obligations. The bank indicates its willingness to consider sending a representative if the American Minister should think this desirable.

- Please report by telegraph whether note has been despatched in accordance with Department’s instruction of August 15 and add comments on subjects mentioned above.
