497. Legation’s 480, June 21, 7 p.m. Following from the Minister at Nanking:

“Your June 21, 3 p.m. With reference to responsibility of consular officer for payment by ship of Chinese customs duties, I suggest that you refer matter to the Department in light of articles 13 of the treaty of 184467 and 22 of the treaty of 185868 and annual guarantees to the customs.”
