- If in your further discussion of the Changsha incident with the Chinese authorities it should appear that there is a possibility that such claims may be treated as were the Nanking claims, you may state that the Department would be willing to accept a similar arrangement for the adjudication of the Changsha claims.

- Please keep Department informed promptly with regard to developments and any steps that are being or may be taken by other foreign governments.
