Your telegram number 134, November 26, 2 p.m.99 When I communicated to the Minister for Foreign Affairs this morning (President Moncada being out of town) the information summarized in my 158, November 22, 11 a.m., he expressed his gratefulness and said that he believed the boundary protocol would be signed before [Page 376] the end of this year and hoped that after seeing President Moncada he would be able to fix a date on which to base further arrangements.
