34. Legation’s 58, July 7, 5 p.m. The selection of the place at which the boundary protocol is to be signed is a matter for agreement between the Governments of Honduras and Nicaragua. Should you find that they are unable to reach an agreement on this point, however, perhaps the difficulty might be solved by signature in Washington. The Department of course, prefers that the protocol be signed either in Honduras or Nicaragua.
A similar telegram is being sent to Managua.
