149. Your personal letter to the President46a containing a résumé of affairs to February 17 has been received and read. Although the following course is not being recommended to you, we assume that you are considering whether or not a wise course may not be a three-power agreement with a political clause in event of menacing building. The reasons which make a step of that sort seem wise to us are (1) because in such a compact you can establish the present building programs at lower levels than you could if more governments were involved, particularly France; (2) because of apparent political instability of the French Government.
