The Minister in Panama (Davis) to the Secretary of State

Sir: Referring to the last paragraph of the Department’s telegraphic instruction No. 74, dated October 21, 6 P.M., relative to the participation of the Government of Costa Rica in the survey of the proposed Inter-American Highway, in which American engineers are cooperating, I have the honor to report that the Costa Rican Minister to Panama, Mr. Enrique Fonseca, recently discussed this survey with me. I had an opportunity to explain to Minister Fonseca the conditions under which American engineers are cooperating in this survey. He indicated an active interest in the matter, and later informed me that he had forwarded an air mail despatch to his Government, recommending that the cooperation of the American engineers be requested at an early date.
