68. We feel strongly that landing of Marines is to be avoided if possible and that it would very seriously adversely affect our relations with all Latin America. Therefore the Wright instructed to [Page 199] wait twenty-five miles off Port au Prince morning December 10 pending orders. If reply to our 67 is received from you we will issue orders here. If actual violence going on and situation decidedly worse you can give orders direct to the Wright.
