The Acting Secretary of State to the Consul at Belize (Taggart)
Sir: On November 2 the American Minister at Guatemala City addressed a note to the Minister for Foreign Affairs of Guatemala, reading as follows:

On the same date the Guatemalan Foreign Minister addressed a note to the American Minister at Guatemala City agreeing to the terms of the arbitration proposed in his note. Copies of these notes have already been furnished to the Arbitrator.
With reference to paragraphs 2 and 3 of the note from the American Minister quoted above, you are informed that the Government [Page 165] of the United States has designated Mr. Richard W. Flournoy, Assistant Solicitor of this Department, as Counsel, and Mr. Charles F. Wilson, Attorney at Law, Washington, D. C, as Associate Counsel, to represent it before the Arbitrator. You are requested to inform the Arbitrator on February 1, 1930, of these designations in accordance with the provisions of paragraph 3 of the note quoted above. At the same time you will present to the Arbitrator the enclosed copy of this instruction, certified under the seal of your office.
