88. Minister for Foreign Affairs asks that I officially notify the United States Government that the Paraguayan Government accepts with great pleasure the good offices tendered by the United States in its note of September 14th,67 and that the official note of acceptance will follow.68 Acceptances have been given to the other neutral countries with the exception of Uruguay which until fifteenth has not offered to continue its good offices.
