Sir: I have the honor to acknowledge the receipt of the Department’s instruction No. 194 of April 9, 1928 directing me to suggest to the Swiss Government certain changes in the draft Treaty of Friendship, Commerce, and Consular Rights which my predecessor submitted for the consideration of the Swiss Government in November 1926.

There is enclosed herewith copy of a note which I addressed yesterday to Mr. Motta, head of the Federal Political Department of the Swiss Government,28 submitting all the changes but one, that dealling with article 9 of the American draft. Inasmuch as that article has formed the basis of the Swiss counter-proposal, transmitted with my despatch No. 358 of March 18, 1928, I have not deemed it advisable to submit this pending the Department’s observations on the Swiss counter-draft.
