Your 178 [118], October 19, 11 a.m. You may inform the Minister of Foreign Affairs that the Department has been pleased to observe the active efforts of his Government to prevent revolutionary activity on its soil directed against the Honduran Government and if the Guatemalan Government is satisfied that General Jeffries is engaging in revolutionary activities this Department would have no objection to his being deported from Guatemala or placed under police surveillance while in that Republic if the Guatemalan Government believes such action necessary to enable it to comply with its treaty obligations.

In view of past activities of General Jeffries in Central America you may also inform him personally that he cannot expect to receive the protection of this Government if he participates in any revolutionary activities.
