19. [Paraphrase.] Reference the Department’s 12, April 27, 3 p.m. Since this Legation collaborated during the former joint protest, nothing would now be gained by abstention. A protest would also be the natural antecedent to future action concerning the treaty by Minister Dearing. A carefully drawn and courteous note was sent yesterday to the Portuguese Foreign Office. Eight nations have now renewed protests, except the German Minister who has returned and [is] in correspondence with Berlin.
