The Minister in Persia ( Philip ) to the Secretary of State

[Paraphrase]

14. My 10, February 8, paragraph 3, subdivision (2).9 I now find the Persian Government’s attitude toward the “most-favored-nation” clause, as expressed to the British and German Ministers by Teimourtache,10 is as follows: Persia will not object to use of this phrase in the treaties with regard to all treaty privileges except those which relate to tariff matters. Regarding these, Persia will insist upon employing some other phrase, which may imply similar rights.
