118. Cumberland sailed for New York on March 12. We have read the greater part of the excellent report which he has prepared and are in accord with his recommendations. Before his departure he discussed his principal recommendation briefly and informally [Page 529] with the President, the Minister of Finance and General Moncada,68 all of whom expressed themselves as in complete accord therewith.
