30. The attitude of the Chamber of Deputies toward the electoral law seems to be due in part to the circulation of reports said to come from Washington to the effect that the United States Government … is no longer really interested in a free election. …

[Paraphrase.] Today when I mentioned these reports to President Diaz he did not admit or deny that such reports had been received. … President Diaz suggests that it would help if a strong note or written memorandum setting forth the views of the Department as expressed in the last portion of Department’s telegram No. 10, January 10, could be given to the Nicaraguan Minister in Washington with the request that he transmit it to his Government. I urgently recommend that the Department do this, and that either the text or a summary of the communication be cabled to me at the same time. I should like to show it to the Deputies if necessary.
