Your telegram No. 26, January 13, 3 p.m.5 The Department would regard the abandonment or postponement of the enactment of the electoral law in favor of any plan for the convening of a constituent assembly as a deliberate sabotage of the Stimson agreement for a supervised election. The Department cannot for a moment give its assent to any such procedure. We could only regard it as a flagrant breach of faith. You cannot emphasize this too strongly. The original plan must be carried out.
