In the latter part of the memorandum presented to the Netherlands Government it is definitely stated that the recognition of the Netherlands as a reciprocating country would in principle be assured should that Government, as an earnest of its policy, do certain specified things. Should Dutch officials again bring up the subject, you may orally and informally say that in view of the statement contained in the memorandum you are unable to understand what more definite declaration could be made at this time.
