64. Consul at Kovno reports certificates of origin required under amended Lithuanian Tariff. It is not clear whether or not new Lithuanian regulations will give rise to difficulties, particularly with reference to shipments of American goods from third countries, such as arose in connection with Latvian regulations. Please consult Consul and if necessary endeavor to work out with Lithuanian Government arrangement similar to that effected with Latvia as reported by your telegram 62, July 7, 1928, (noon)5 and your [Page 288] despatch 5439 July 10, 1928.6 Specimen certificates for grain lard fatbacks et cetera are being mailed.
