Legation’s No. 5, January 11, 1 p.m. Authorization of acceptance of Latvian proposal regarding Article 27 of proposed treaty did [Page 205] not authorize omission of last paragraph of that Article. Such omission was not proposed in Legation’s despatch No. 4408 of March 21, 1927, nor in Latvian memorandum enclosed therewith. Department understands Article 27 will read like Article 26 of United States-Estonian Treaty. Please correct spelling of “incumbency.”
