453. Legation’s 1427, March 9th.12 In the absence of anyone in the Peking Foreign Office having the authority to handle and account for the May installment of the portion of the 1901 indemnity remitted in 1908,13 I am holding the Customs check for this fund received by me today, pending the indications of some Chinese governmental organ to transact these matters.
