Embassy’s No. 55, November 12, 3 p.m. As you know, the Department is taking a lively interest in the Colombian-Peruvian [Page 343] boundary treaty, and it wishes, in any proper way, to encourage Peru to ratify the treaty. It feels confident that the assurances given to you that the treaty would be reported to the Peruvian Congress during this session will not be ignored. However, the Department leaves it entirely to your discretion to bring this matter informally to the attention of the Peruvian Government again or not to do so, whichever course, in your judgment, would best meet the exigencies of the situation, and best lead to a favorable result.
