Memorandum by the Under Secretary of State (Grew)

[Washington,] November 4, 1926.

The Colombian Minister called and said that he wished to advise me informally that the American note regarding the adherence on the part of the United States to the Protocol of Signature of the Statute for the Permanent Court of International Justice has been submitted by the Colombian Government to the Colombian Congress which has not yet acted upon it. The Minister said that this fact would shortly be communicated to us in a formal note.33
