As result of my consultation with the President you are authorized, if in your opinion it is wise, to indicate that if powers represented at present Conference, as well as other interested powers, feel that moment is opportune to take further steps in this matter, the President will be glad to extend invitation as you suggest. As I indicated in telegram referred to above, if the President should call a further naval disarmament conference, he would probably make the other a part of it as was done last time.
